This research is a cooperation between IGPA and University of Agder, Norwegia. This research intended to map the strategies and the roles of University in Indonesia and  Singapore. This research is located at UI, UGM, Unhas, NUS, and NTU. The project compared university strategies focusing on the interplay beween local and national relenace and global excellence on the one hand, and the need to balance access (equity concerns) and efficiency. The aim is to identify key tensions across the case unievrsities and shed light oon jow there are being adressed (or not) by policy makers and institutional/research leaders alike.
