This research aims to determine the dynamics of the struggle between social actors such as the government, Indocement Ltd., the pro community, and the contra community in responding to the Indocement CSR program in Pati and the relationship between the Indocement CSR program and the expansion efforts carried out by PT Indocement to Pati Regency through their subsidiaries, namely PT Sahabat Mulya Sakti (SMS). This research uses an argumentative-deliberative approach which emphasizes the argumentative nature of the critical method, as well as its more discursive-deliberative style, a continuous openness to criticism and anti-criticism as a continuum movement towards increasingly deeper truth. Using political economy analysis, we found that 1) Indocement’s CSR was carried out in Pati as an effort to facilitate their capital expansion which met strong resistance from the community against the cement factory; 2) During the five years of Indocement’s CSR in Pati, almost 90 programs implemented have not been able to empower the community or can be called failures.
