The changes from the New Order to the Reformation era also shaped the reorganization of capital accumulation and state power relations. During the New Order era, power operated centrally. Public policy became the sole authority of the government under the control of Soeharto’s authoritarian regime. Even though market liberalization had opened in the mid-1980s, capital accumulation interests had to negotiate with the ruling regime to obtain concessions. Meanwhile, the state’s disciplinary power is a tool for the people to obey the will of the authorities. The democratic process is restrained under the pretext of national economic stability and development. The people’s movement was depoliticized with a floating mass policy. However, in its development, resistance to the New Order version of state-capitalistic power continued to bloom. read more

Improving e-commerce ecosystem as an approach to strengthening digital transformation initiatives

This research analyzes the performance of the e-commerce ecosystem in Indonesia by investigating the experiences and perceptions of sellers, courier service officers and buyers. This research uses a descriptive research design. Surveys are used to collect primary data while secondary data is obtained from credible sources that are easily accessible online including websites, blogs, official reports, research papers, and other sources deemed relevant to the topic. The research results show that as components of the e-commerce ecosystem, sellers, couriers and buyers have similar problems, but there are also many areas where they show marked differences in their perceptions of opportunities, challenges and obstacles. Sellers consider access to financing, the ability to stock a variety of merchandise, the costs of transporting merchandise from suppliers to their locations and delivering it to customers, merchandise returns, and increased competition as issues they consider important to the success of their businesses. Meanwhile, buyers consider product variety, value, transportation, packaging quality, timeliness of delivery, brand, product condition during delivery, courier performance as several considerations in deciding to make an online purchase. Courier service staff, considering the financing of their operations, flexibility of working conditions, insurance, transparency of remuneration, mode of payment for delivered products (COD or prepaid), and the risk of losing merchandise before delivery to buyers are issues that influence their perception of their work. The main contributions of this study include providing information to e-commerce development policies regarding what needs to be done to improve performance; identify key stakeholders and the roles they play in the ecosystem; the obstacles and challenges they currently face, and perceptions regarding the prospects for the e-commerce space in Indonesia. This study also provides perspectives on issues of concern to the Indonesian e-commerce space including competition, transportation and logistics, as well as the role in the digital economy. The research results provide guidelines for improving Indonesian e-commerce in the future, including the need to ensure that improvements impact all components of the ecosystem, namely e-commerce platform infrastructure, sellers, couriers, buyers and regulators; involving all key policy stakeholders in formulation and implementation; transaction payment method; and a number of practices that need to be improved for the progress of e-commerce in the future. read more

This research aims to show the problems in the energy transition from using oil-fueled vehicles to electric vehicles run by Gojek and Grab. Rather than being a commitment to care for the environment, in reality the transition from oil vehicles to electric motorbikes is also closely related to business interests. Gojek and Grab companies apply a rental fee to online drivers for those who want to use electric motorbikes, which is around 50 thousand per day. The presence of electric motorbikes in the context of platform-based transportation has increased the vulnerability of online drivers. This happens, because rental costs reach 50 thousand per day and uncertain income, which means drivers have to work longer and longer. The impact is that the workability of electric motorbike drivers is not met. read more

Buku bunga rampai “Menyoal Kemitraan dan Ekonomi Berbagi dalam Kerja Gig di Indonesia” yang akan diterbitkan oleh IGPA Press, bagian penerbitan dari Institute of Governance and Public Affairs (IGPA) MAP Fisipol Universitas Gadjah Mada, telah sampai ke tahap berikutnya. Tim editor IGPA MAP Fisipol UGM telah memilih 12 abstrak dan draft tulisan dengan pertimbangan kesesuaian tema, keberagaman isu, dan analisis kritis dari puluhan abstrak dan draft tulisan yang diterima.

INSIGHT: Mengurai Persoalan Tarif Murah bagi Pengemudi Online di Indonesia

Dalam berjalannya transportasi berbasis platform di Indonesia, penentuan tarif dibagi dalam tiga layanan, yaitu layanan antar penumpang, barang, dan makanan. Dalam layanan antar penumpang, tarif ditentukan berdasarkan Peraturan Menteri Perhubungan (Permenhub) PM No. 12 Tahun 2019. Kemudian aturan tersebut diturunkan dalam Keputusan Menteri perhubungan (Kepmenhub) No. 348 Tahun 2019 yang membagi penentuan tarif layanan antar penumpang menjadi tiga zona, dengan tarif dasar dan tarif batas atas-bawah yang berbeda. Sementara tarif layanan non-penumpang orang, yaitu barang dan makanan, diatur dalam Peraturan Menteri Komunikasi dan Informatika (Permenkominfo) No. 01 Tahun 2012, yang merupakan turunan dari UU No. 38 Tahun 2009 tentang Pos. Dalam aturan tersebut, penentuan tarif antar barang dan makanan diserahkan kepada mekanisme pasar. Artinya pemerintah tidak melakukan intervensi penentuan tarif, dengan pertimbangan bahwa kompetisi yang sempurna dan hukum permintaan-penawaran akan menciptakan besaran titik keseimbangan tarif yang adil dan menguntungkan bagi semua pihak (Novianto, 2022). read more

Upaya pemerintah dalam mengatasi penyebaran Covid-19 yang menjadi pandemi global di Indonesia melalui pembatasan sosial telah menimbulkan tantangan baru pada dunia pendidikan, khususnya sekolah formal. Proses belajar mengajar yang selama ini dilakukan di dalam kelas dengan adanya interaksi antar-siswa maupun siswa dengan guru dialihkan menjadi proses belajar menggunakan piranti digital sebagai mediator pertemuan. Melalui Keputusan Bersama Menteri Pendidikan dan Kebudayaan, Menteri Agama, Menteri Kesehatan, dan Menteri Dalam Negeri Republik Indonesia Nomor 03/KB/2019 tentang Panduan Penyelenggaraan Pembelajaran Jarak Jauh di Masa Pandemi Coronavirus Disease 19 (Covid-19), maka secara formal telah dikukuhkan bahwa pembelajaran wajib dilakukan secara jarak jauh. Sebanyak 25,49 juta siswa Sekolah Dasar (SD), 10,13 juta siswa Sekolah Menengah Pertama (SMP), 7,78 juta siswa Sekolah Menengah Atas (SMA), dan 4,9 juta siswa Sekolah Menengah Kejuruan (SMK) pada Maret 2020 telah beralih pada metode pembelajaran daring. read more

Ekonomi gig, sebagai bentuk ekonomi yang menekankan pada upah berdasarkan jumlah barang/jasa yang diselesaikan, kini semakin banyak diperbincangkan. Di satu sisi, banyak yang menyanjung ekonomi gig sebagai ekonomi masa depan, karena telah mampu menyerap jutaan tenaga kerja, memberi mereka fleksibilitas, dan menunjang pertumbuhan ekonomi. Namun di sisi lain, ekonomi gig telah berkontribusi pada kerentanan kerja, karena ketiadaan perlindungan sosial dan kepastian pendapatan bagi para pekerjanya. Kerentanan tersebut memungkinkan untuk terjadi, karena mereka diklasifikasikan sebagai kontraktor independen dengan hubungan kemitraan, bukan hubungan kerja buruh-pengusaha. Dampaknya, pekerja gig menjadi belum menikmati perlindungan kerja berupa upah minimum, jam kerja 40 jam/minggu, hak berserikat, hak libur, dan jaminan sosial sebagaimana yang diterima pekerja dalam hubungan kerja buruh-pengusaha.
